This Wednesday, September 1, 2021, the Finance Minister Nicolas Kazadi presided over the opening ceremony of the seminar for the tax directors. This seminar focuses on the definition of strategies and actions for the implementation of performance contracts signed on July 22, 2021, between the Ministry of Finance and the financial authorities.
For the Director General of the DGI, Barnabé Mwakadi, this capacity building seminar will allow his financial authority to meet the requirements of the Ministry of Finance, which urges them to achieve the assignments in the context of increased revenue mobilization and uphold the performance contract. Mr. Barnabé Mwakadi is determined to extend this training to all agents involved in the collection of taxes, for both large and small enterprises, in order to achieve these goals. Other seminars will be held in the next few days to reach a wider audience.
The Minister of Finance, Nicolas Kazadi, congratulated the authorities of the General Directorate of Taxes for the organization of this seminar. This Seminar also coincides with the beginning of the last quarter of the 2021 budgetary year, which forecasts the tax receipts fixed by the law of finances set forth on the 28th of December 2020 at more than four thousand nine hundred billion eight hundred and ninety-three million Congolese Francs. For Mr. Nicolas Kazadi, the current performance is satisfactory but should be further improved in view of the budget overrun for the same period.
The Finance Minister also informed the agents and executives of the DGI of the imminent modification of the performance contract to take into account new revenue forecasts. These amendments will be implemented as soon as the rectified finance bill for the 2021 fiscal year, currently being drafted by the government, is voted by the parliament and enacted by the President of the Republic. This is further illustrates the Ministers ongoing encouragement of the DGI to develop an appropriate action plan for the last four months of the year in order to collect revenue up to the budget forecasts as mentioned in the performance contract signed on the 22 July, which includes a voluntary increase of 15%.
Mr. Nicolas Kazadi is committed to: paying the retrocessions at the end of the month after the achievement of revenues, finalizing the deployment of the isys software in the remaining provinces, and finally, granting a special bonus to motivate staff should they achieve or exceed the assignments, as re-evaluated in the performance contract.
